City of Salida - Finance Committee

Note: Ord. No. 2019-07 , § 3, adopted Apr. 16, 2019, changed the title of Art. XV of the Salida Municipal Code from Audit Committee to Finance Committee.  This ordinance contains additional details about the purpose, powers and duties of the Committee.  A summary follows below:

Purpose

The Committee performs a variety of oversight tasks to support the Mayor and City Council, aid in financial planning, and provide ongoing review of City financial performance.  Some of the tasks that the Committee engages in include:

  • Preparation of the Annual Budget
  • Inclusion in the Annual Audit process
  • Quarterly review of the City Investment Portfolio and its performance
  • Monthly review of Sales Taxes and other revenues
  • Monthly review of City budget vs. actual expenses
  • Ongoing review of reports generated by outside consultants for any matters having a financial impact.  These include utility rate studies, long term financial planning and potential contracts for banking or financial services, to name a few.

Meetings

The Finance Committee generally meets on the 3rd Tuesday of each month from 2:00-3:30 p.m.  All meetings are noticed and the public is invited to attend/listen in.  These are working meetings and do not contain public hearings or citizen comment periods. 

The meetings are held in the Methodist Mountain Room at the Touber Building. 

Membership and Organization

The minimum membership of the committee shall be three (3) elected officials of the City. The City Treasurer shall act as the chairperson of the Finance Committee.  As an elected official, the Treasurer acts as an independent advocate for the citizens of Salida, leading the Finance Committee to provide guidance to Council in transparency and accountability in financial matters.  This enables the Council to make sound decisions in regards to balancing revenues and expenses while keeping the City on stable financial footing.
