The City of Salida requests proposals from qualified consulting firms to guide a process to evaluate employee benefits and recommend an updated slate of benefit offerings to address a broad spectrum of employees’ physical and mental health concerns in a cost effective manner. The target date for implementing benefits changes is July 1, 2014.
Scope of Services. A contract for professional services shall be awarded for a firm to conduct a series of work sessions with managers and employee representatives to educate the group about current trends, legal considerations and costs associated with employee benefits and to gather broad employee feedback. Based upon the outcome of these work sessions, the consultant shall prepare a comprehensive recommendation outlining benefit plan options and respective costs.
Background. The City employs 56 full time and up to 60 part time and/or seasonal employees. The majority of employee benefits are offered only to full time employees. The goals of the evaluation are to manage costs while continuing to offer a competitive benefits package that serve wellness needs of employees.

Proposals should outline the consultant’s qualifications, experience and any particular areas of expertise. Please include a client list, proposed fee structure, estimated total cost and proposed timeline to meet a July 1, 2014 implementation date.
Proposals will be received until 4:00 p.m. (MDT) on October 31, 2013 at City Hall, 448 E. 1st Street, Suite 112, Salida, CO 81201. The City reserves the right to reject all proposals, or to reject any proposal in part or in whole, and to award the proposal to the most responsive and responsible firm as deemed in the best interest of the City. Further, the right is reserved to waive any formalities or informalities contained in this proposal.
