Request for Proposals – Occupational Tax Compliance Audits

The City of Salida requests sealed proposals for auditing the tax revenue compliance of lodgers operating within the City for reporting periods during 2009 and 2010.

Scope of Services. A contract for professional services shall be awarded for a firm to perform audit specifically designed to ensure lodgers’ compliance with occupation taxes assessed by the City.

Background. Pursuant to C.R.S. §31-15-501(1)(c) the City levies an occupation tax on the business of leasing or renting of rooms or other accommodations within the City of Salida for less than thirty (30) consecutive days. Such tax is imposed pursuant to Article VI, Chapter 4 of the Salida Municipal Code and became effective March 1, 2009.

The City receives quarterly tax returns from 15 motels and 35 vacation rental properties, generating approximately $150,000 annual tax revenue. The City is seeking a professional firm to audit records of business owners to ensure complete and accurate reporting. Such work shall be completed by March 31, 2011.

Proposals will be received until 4:00 p.m. (MDT) on December 17, 2010 at City Hall, 448 E. 1st Street, Suite 112, Salida, CO 81201. Late proposals will not be accepted. Any proposal(s) received after the scheduled time for closing will be returned to the proposing firm unopened. Sole responsibility rests with the proposing firm to see that their proposal is received on time.

The City reserves the right to reject all proposals, or to reject any proposal in part or in whole, and to award the proposal to the most responsive and responsible firm as deemed in the best interest of the City. Further, the right is reserved to waive any formalities or informalities contained in this proposal.
