H Street Reconstruction Phase II

H Street from 8th Street to 10th Street has been paved and is open to traffic.  The priority of the contractors is to complete the construction of water services and asphalt up to Highway 50 before the weather can become an issue.  The parkways will be completed following the completion of all utility services and asphalt on H Street.

H Street from 10th to 12th Streets will be paved on August 31, 2015.  After the paving of this portion of H Street  is complete, the street will be open up to the intersection of 11th Street.  The project is on schedule and final cleanup will be completed before October of 2015.

Avalanche Excavating has completed the water main replacement on H Street between 8th and 12th Streets.  All homes on H Street between 8th and 12th Streets are now connected to the newly installed water main. Over the next two weeks construction crews will connect H Street homes and businesses between 12th and 16th Streets to temporary water lines as the water main is replaced below that section of the street.

The storm sewer between 8th and 9th Streets is now installed as construction of the storm sewer moves toward Highway 50.

H Street is currently closed to all traffic between 8th Street and Highway 50 including traffic crossing the street.  Traffic is only permitted to cross H Street at 12th Street at this time.  Please do not cross H Street in the construction area except at the 12th Street crossing.  Vehicle traffic over other unfinished intersections can cause damage to infrastructure below the surface and prolong the overall construction project.

Construction is progressing on H Street at a nice pace. The weather has been a bit challenging, but our contractor Avalanche Excavating is managing to work with and around it. All the Asphalt has been removed from 8th Street to Highway 50, and the temporary water services have been installed and the new water main has also been installed between 8th to 11th   Streets. Water service lines are being installed to each residence between 8th and 9th Streets, and next week we will see the installation of the new storm sewer between 8th and 9th Streets.  The plan is to complete the water main, the water service lines from 8th to 11th Streets, and the storm sewer from 8th to 10th streets before continuing water main work from 11th to 16th Street. A big “Thank You” to our H Street residents for their patience during this very important project for our city streets.
Phase II of the H Street Construction is scheduled to begin on Monday April 13, 2015 at 8:00 a.m.

H Street between 8th Street and Hwy 50 will be closed beginning 8:00 a.m. on Monday, April 13, 2015 and must be cleared of all vehicles, trailers, or any trash receptacles.  Anything parked on the street or in driveways along H Street (should you want access to it while construction is underway) will need to be moved before construction starts on April 13th.  Avalanche Excavation, Inc will be perform all of the work for the H Street Phase II project and is scheduled for project completion on September 2, 2015.

All vehicles need to remain off H Street between 8th Street and Highway 50 until further notice.

Parking is available on adjacent side streets and in the alley behind your residence. Please be considerate of your neighbors during this construction period.  Any vehicles still on the street after 8:00 a.m. on Monday, April 13, 2015 will be towed at the owner’s expense.  Property access is open to residents from side streets, sidewalks and alleys.

PHASE I

Final paving of H Street occurred October 16, 2014. We hope you’re enjoying the updated blocks of H Street, from 3rd to 8th. The H Street reconstruction project will pick up again in 2015, with the reconstruction to complete H from 9th to Hwy 50. August 25, 2014

Y&K Excavation, Inc. will be installing storm drains across 3rd Street related to the H Street reconstruction project. Accordingly, 3rd Street between G and I Streets will be closed to accommodate the installation of the storm drain Tuesday, August 26 through Thursday, August 28. Y&K anticipates that the street will re-open on Friday, August 29. Access to Safeway will be limited to the entrance on G Street and the back entrance at 2nd Street (the northeast corner of the store)

All vehicles will need to remain off H Street between 3rd and 8th until further notice. H Street from 3rd to 8th will be graded this week.

August 19, 2014

Y&K Excavation, Inc. has been installing water main lines and storm drains on H Street from 7th Street through 8th Street this week related to the H Street reconstruction project. Accordingly, the intersection of 8th and H Street will be closed to accommodate the installation of the water main and storm drain Wednesday, August 20 through Friday, August 22. Y&K anticipates that the street will re-open on Saturday, August 23.

All vehicles will need to remain off H Street between 3rd and 8th until further notice.

July 15, 2014

Y&K Excavation, Inc. will be installing storm drains from 4th to 5th Street on H Street this week. Water service lines will be placed between 5thStreet to 6thStreet on H Street this week. Water shut offs between 5th and 6th will only be a few minutes at most as residents are connected to the new line. Residents will be notified in advance in person by an employee knocking on their front door if a water shut off will occur.

All vehicles will need to remain off H Street between 3rd and 8th until further notice.

July 7, 2014

Y&K Excavation, Inc. has installed new service lines between 3rd Street and 5th Street on H Street. Water mains will be placed between 5th Street to 7th Street this week. Water shut offs are not anticipated this week. Residents will be notified in advance via door hangers on their front door, and in person if possible, if a water shut off will occur.

Storm drain construction will begin at 3rd Street this week.

All vehicles will need to remain off H Street between 3rd and 8th until further notice.

July 1, 2014 Update

Y&K Excavation, Inc. will be connecting temporary water lines to the new main water line. They will be temporarily shutting off water from 5th Street to 7th Street on H Street, from G to H on 6th Street, and from H Street to the alley on 6th Street on Wednesday, July 2 and Thursday, July 3 from 10:00 a.m. until 2:00 p.m. Residents will be notified in advance via door hangers on their front door, and in person if possible, of a water shut off.

All vehicles will need to remain off H Street between 3rd and 8th until further notice.

There will be no construction or water shut offs on July 4th and over the weekend due to the Independence Day Holiday.


 

June 24, 2014 Update

Y&K, Inc. has installed the 8-inch water main from 3rd to 5th Street on H Street. Y&K will start connecting temporary water lines into the new permanent water main this week, June 24-June 30, 2014. During the time that the water lines are hooked to the new main there will be temporary water shut offs. Y&K will hang door hangers on the front doors of homes and businesses in advance of the shut offs. Just before a shut off, there will be a Y&K employee that will notify the home in person. Water shut offs will last for a couple of hours on average during the transition. For homes that place their water meter inside, the water shut off will be shorter as it will not take as long to connect into the new water main. Meters placed in homes will also prevent meters freezing in the winter. There is no charge to place a meter in your home. Please contact Public Works Director Bob Salmi at 719-539-6257 if you would like to arrange to have your water meter placed inside of your home or business.

6th to 8th Street on H Street is still currently closed to thru traffic. However, residents have the option to park on that section of H Street for the time being until further notice.


 

 June 13, 2014 Update

Y&K Excavation, Inc. will be installing water mains from 4th to 5th Street during the week of June 16 through June 20, 2014. Y&K does not anticipate any water shut offs during the week due to the use of temporary water lines while water mains are installed. In the unlikely event of water shut offs during construction residents will be notified 24 hours in advance, or as soon as possible if an emergency shut off is necessary, via door hangers that will be placed on the front door of the residence.

Access to H Street between 6th and 8th Street will be open to residents only until further notice at this time. H Street will remain closed to thru traffic.

All vehicles need to remain off H Street between 3rd and 6th Street until further notice.

June 9, 2014 Update

Y&K Inc. will be installing water mains on H Street from 3rd to 5th Streets June 9 through June 13, 2014 in accordance with the H Street reconstruction project. Water will be shut off Monday, June 9 from 8:00 a.m. to 4:00 p.m. to install main line valves. Affected will be the south side of 3rd Street from G to H Street and H Street from 3rd to 5th Streets. Residences and businesses will be notified in person or with door hangers.


 

June 3, 2014 Update:

This week, residents should expect the removal of existing curbs and gutters from 3rd to 8th Streets by Y & K, Inc., the contractor hired by the City of Salida to complete the H Street reconstruction project.

Y & K, Inc. will notify any residents if any landscaping will be removed, however, Y & K, Inc. does not expect any landscaping in the parkways (area between curb and sidewalk) to be affected.

Property owners and residents from 3rd to 5th Streets should expect a very temporary water outage as service is switched from the old main to a temporary line. Property owners and residents will be notified either in person or with a door hanger when their water will be temporarily shut off. Property owners and residents from 6th to 8th Streets will experience similar outages later in the project.

May 30, 2014 Update:

The City of Salida and Y & K Excavation, Inc. will be removing asphalt millings and old curb and gutter and installing temporary water service lines on H Street between 3rd and 8th beginning June 2nd through next week, June 8th.

Residents will be notified 24 hours in advance with door hangers of any temporary water shut offs. We request your cooperation during the project period, May 27 to October 3, 2014.

All vehicles need to remain off H Street between 3rd and 8th street until further notice.

Access will be limited to property owners only during construction hours between 7:00 a.m. until 5:00 p.m. daily while the project is underway. Access is open to residents from side streets, sidewalks and alleys.

May 14, 2014 Update: The bid for the H Street Reconstruction project has been awarded to Y & K Excavation, Inc. Utility crews are still completing their work, and the actual road construction project is tentatively scheduled to begin May 27, 2014. The scope of the project has changed for this year; 3rd to 8th Street on H will be reconstructed this year. There will be a pre-construction meeting next week, after which more information and updates will be made.


 

After hearing input from numerous residents at the City Council meeting Tuesday, February 4, 2014, Council decided to move forward with the H Street rebuild project.  The street design was modified to widen the parkways from 4.6 feet to 6 feet, allowing several mature street trees to be saved in the project area. The larger parkway will also provide additional room for new plantings to grow and allow larger tree species to be planted.

The reconstruction of H Street is well over due and includes upgrading and replacing electric, cable, phone, gas, water mains and water service lines. The budget for H Street is $599,000 for design and rebuild plus $390,000 for the replacement of the entire water main and service line infrastructure under H Street. This year the City has over a million dollars of local street projects planned without incurring any debt.

Residents will also be asked to consider relocation of their water meter into an appropriate place in a basement or crawlspace to limit the possibility of future freezing.  This relocation would be done at the same time the service lines are replaced between the water main and the curbstop at each property.  Property owners should contact the public works department at 539-6257 if you would like to know more about this aspect of the project.

The additional area included in the parkway will narrow the drive lanes from 11.5’ to 10’. The loss of a foot and a half in the drive lanes will not prohibit on street parking, local truck traffic, bikes, nor will it change the street into a one-way street.

To put the size of the current drive lanes on H Street in perspective, US Hwy 50 drive lanes are currently 12’. The City is currently trying to work with CDOT to control and lower speeds to no more than 40 mph.
