After hearing input from numerous residents at the City Council meeting Tuesday, Council decided to move forward with the H Street rebuild project. The street design was modified to widen the parkways from 4.6 feet to 6 feet, allowing several mature street trees to be saved in the project area. The larger parkway will also provide additional room for new plantings to grow and allow larger tree species to be planted.
Public Works Director Bob Salmi said the next step is to consult with engineers regarding the design of the street, and the project should go out to bid in about five weeks. Public Works will consult with the Salida Tree Board Tuesday, February 11th at 8 a.m. at Café Dawn during the Board’s regular meeting to discuss the trees on H Street within the project area. Trees will not be cut until this discussion takes place and severely sick trees are identified.
A public meeting will be held at 6:00 p.m. March 3rd at the Salida SteamPlant to further describe the scope of the project, provide a tentative timeline, answer any questions and inform those affected by the construction.
The reconstruction of H Street is well over due and includes upgrading and replacing electric, cable, phone, gas, water mains and water service lines. The budget for H Street is $599,000 for design and rebuild plus $390,000 for the replacement of the entire water main and service line infrastructure under H Street. This year the City has over a million dollars of local street projects planned without incurring any debt.
Overhead utilities crossing H Street will be located underground to the extent possible. This work will occur in advance of the street rebuild and may begin as early as late March. This will involve closing blocks of the street for brief periods to bury the lines. These cuts will be backfilled with roadbase during the time between dropping the lines and rebuilding the street.
Residents will also be asked to consider relocation of their water meter into an appropriate place in a basement or crawlspace to limit the possibility of future freezing. This relocation would be done at the same time the service lines are replaced between the water main and the curbstop at each property. The additional area included in the parkway will narrow the drive lanes from 11.5’ to 10’. The loss of a foot and a half in the drive lanes will not prohibit on street parking, local truck traffic, bikes, nor will it change the street into a one-way street.
To put the size of the current drive lanes on H Street in perspective, US Hwy 50 drive lanes are currently 12’. The City is currently trying to work with CDOT to control and lower speeds to no more than 40 mph.
